Consultant: Lumberport water project near closeout but leaks, meters remain to be addressed

Leslie Cummings read a written update from The Thrasher Group project manager Ryan Holcomb, saying Phase I closeout documentation is nearly complete but still needs a letter of unsettled claims and a consent of surety from Ferguson before final payment can be processed.
Cummings read that "Ferguson is also working with Newman Plumbing to obtain a quote to provide and replace the 17 meters that were not included in the original scope." She also reported that Phase II interconnection work is in the submittal phase pending pump selection, and that Bowsel is scheduled to investigate approximately six potential leaks on May 16.
The report said staff members Bennett and Dobbins are preparing the 2025 PSC annual report and that the town should increase accountability of water production and meter reads prior to becoming a purchase utility to limit post-project rate impacts.
The council accepted the Thrasher update as provided; no formal vote on contract change orders was recorded at the meeting.
