Some commissioners urged that the dredging and seawall plans were developed by subject-matter experts and should remain on track to prevent flooding and protect property values; others suggested splitting large projects across fiscal years to avoid a sudden tax spike. Administration agreed to model phased alternatives and to factor in mobilization and potential discount opportunities from multi-phase contracting.
