MANSFIELD — The town meeting's approval of a discontinuance is a procedural step that changes the legal status of a roadway but does not itself transfer land or approve redevelopment.
Town staff explained that if the discontinuance is approved tonight, the town will no longer plow, repair or maintain Carriage House Drive. Any future conveyance of the underlying property will need planning and zoning review for consistency with the town’s plan of conservation and development, a legal notice in the local paper, a sign posted on the property and a public hearing before the town council. Councilors and staff said those stages present opportunities for negotiating conveyance terms, addressing environmental review and securing commitments — such as dedicating proceeds — that the town meeting is not authorized to impose during the discontinuance vote.
