Staff reported that the city transmitted its updated comprehensive plan to the state after adoption in June but received a state letter saying portions conflict with recent state legislation, SB 180, and that the update will need revision.
Dave (speaker 9) summarized the timeline: the updated comp plan was adopted by the city on June 24 and transmitted to the state. "And then the governor signed SB 180, which is the legislation that says you can't adopt any policies that are more restrictive or burdensome or add anything that's, restrictive or burdensome to your land development code or your comprehensive plan," he said. The state review flagged several policies as conflicting, and staff discussed approaches for resubmitting the update so the city can move forward.
Committee members asked whether missing county-mandated policies could be temporarily pulled and reintroduced later, and staff noted many flagged items came from county-required language. The committee agreed to note the conflict in the report and prepare amended language for the next meeting so the report sent to the commission aligns with current state requirements.
