The developer's representative (S3) told the board the project has worked with the village engineer and secured a New York State DEC permit. "We have a permit from New York State DEC that we work to get," the representative said, describing coordination with the Long Island Railroad and engineers. The mayor acknowledged the on-site work appeared to have improved drainage but said a stop-work order and code violations earlier in the project required legal and covenant protections: "If they do not do everything by the book ... there will be a padlock on it and they will not be able to use it." The board said it will include explicit restrictions on lighting and other use limits in the covenants and will not issue final approval until all conditions are met.
