Colton signs DOT certifications and joint-powers agreement for 4th Street project after special session clarifies scope

The city moved forward on the SD DOT-backed 4th Street reconstruction project in February, approving required DOT documents and a joint-powers maintenance and encroachment agreement that allocates responsibilities for signs, pavement markings, sidewalks and maintenance.
At the Feb. 9 meeting the council approved the SD DOT Utilities Certificate and ROW Certificate necessary for TAPR(57) PCN 09G6. In a Feb. 19 special session the council reviewed Amendment No. 1 to Community Access Grant Agreement #718523 (extending the project completion date to April 16, 2027 and clarifying payment responsibilities) and approved a Joint Powers Maintenance and Encroachment Agreement that details which routine maintenance tasks (e.g., snow removal, pavement-marking upkeep, sign maintenance, and shared-use-path care) will be the city's responsibility versus DOT responsibilities on the state trunk highway portion of the work.
Council also removed an explicit reference to 6th Street from the amendment after determining the amendment as drafted did not apply to 6th Street. The agreements were signed or entered into the record, and Banner Associates will coordinate final plan submittals with SD DOT and FHWA as needed.
