The Colton City Council adopted Resolution #3-2026 on Feb. 9, 2026, establishing new water and sewer rates intended to cover municipal system costs and SRF loan surcharges. The resolution sets the monthly water base rate (which includes the first 1,000 gallons) at $20.00 and imposes SRF surcharges for specific water loans of $11.00 and $12.00. The metered water rate is set at $5.25 per 1,000 gallons.
The resolution also sets the wastewater base rate at $4.50 per month and two SRF wastewater surcharges (CW-03 at $27.85 and CW-04 at $5.00). The metered wastewater charge is $4.80 per 1,000 gallons. The council recorded the motion to approve Resolution #3-2026 (moved by Matt Wochnick and seconded by Brendon Bunjer) and passed the measure by roll call; the resolution lists an effective date of March 1, 2026.
City staff said the utility billing software will be audited and adjusted to correct verbiage and reviewed amounts before the new rates are billed. The resolution specifies the order in which payments will be applied (late fees, rubble-site fee, SRF loans, CW loans, then water and sewer charges). The council did not alter the loan surcharge amounts in the meeting.
