Planner/Management Analyst Robert Savage presented the Bicycle and Pedestrian Existing Conditions Report, summarizing key takeaways: the city's off-street path network produces reasonable north–south connectivity but poor east–west connectivity, and several roadways—including Kirchoff Road, Algonquin Road, and Euclid Avenue—have poor traffic-stress and safety scores. "Bicycle and pedestrian crashes make up about 2% of all crashes but 12% of fatal and serious injury (KAB) crashes; failure to yield right of way is the leading cause," Savage said.
Committee members discussed design tradeoffs between separated paths and on‑street facilities, conflict points on shared-use paths, and the implications of demographic shifts (the city has more residents under 14 than in 2015). Members also noted recent State e‑bike legislation (effective July 1) that restricts e‑bikes and scooters on sidewalks and may be revisited by legislators to allow municipal designation of certain sidewalks and streets for bicycle use. Savage said the full 50‑page report will be distributed to members for comment and that engagement produced several hundred online responses and in-person outreach at Family Services Day, with notable input from Spanish-speaking residents.
