Kirksville council approves Lincoln Acres minor subdivision for 3915 North Lincoln Street

The Kirksville City Council approved an ordinance on second reading to allow a minor subdivision called Lincoln Acres at 3915 North Lincoln Street.

Council member Gardner moved to approve Bill 2026-34; Council member Bridal seconded the motion for the second reading, and the chair called for a vote. The city clerk announced, “Motion is approved.” The ordinance had also passed on first reading earlier in the meeting.

Ashley Young, the city's community and economic development director, told the council the owners are seeking to create two lots at the address and that state of the code requires a minor subdivision because the parcel had been split after 05/20/1985. Young said the proposed Lot 2 would not be adjacent to the existing sewer line and that Lot 1 would drain an easement to the current sewer serving the house on Lot 2. She also noted there is a fire hydrant within 300 feet; prospective owners are scheduled to close tomorrow and intend to build a single-family home. As Young put it during the meeting, “More housing's a good thing. I need more of it.”

The city clerk read the ordinance into the record: “An ordinance of the city council of the city of Kirksville, Missouri approving Lincoln Acres, a minor subdivision which includes a tract of land located at 3915 North Lincoln Street in an undeveloped lot in the 3900 Block Of North Lincoln Street, Kirksville, Missouri.” The council had no citizen speakers on the item, and the clerk announced the motions carried on both first and second readings.
