The Ellis County Library Board voted July 1 to notify the Ellis County Clerk that the District intends to exceed the county's Revenue Neutral Rate (RNR) for the 2027 budget year.
“Treasurer Jennifer Teget moved to approve the attached Revenue Neutral Rate (RNR) letters to be signed and completed by the Treasurer to be sent to the Ellis County Clerk to indicate Ellis County Library District’s intent to exceed the RNR for the 2027 budget year for the general fund,” the minutes record. The board recorded the County Clerk's 2027 RNR as 0.401; the board's proposed mill levy is 1.613 and the proposed ad valorem tax is $313,127. The motion passed.
Board Treasurer Jennifer Teget summarized statutory and local history for the decision, noting that the district was created by a 2024 ballot measure and that state requirements include levying a mill and collecting tax revenues for two consecutive years and distributing at least 0.25 mills to local libraries. Teget told the board there are three budget options under consideration and that all require following the RNR intent process. The board recorded concern about potential future state legislation that could affect the district's authority and funding.
The board will hold a public RNR hearing Sept. 2, 2026, at 5:30 PM followed by the budget hearing at Hays Public Library, a step required before finalizing the 2027 budget.
