Henrico Board adopts electronic participation policy defining remote attendance rules

The Henrico County Board of Supervisors unanimously approved an electronic participation policy that spells out when members may participate remotely and how the Board will record remote participation in its minutes. The policy allows remote participation for members with a disability or caregiving responsibilities, when a member's principal residence is more than 60 miles from the meeting location, or for limited personal matters (subject to board approval), and it requires the Board to record the remote location or reason in the minutes.

The policy also provides procedures for meetings when a quorum cannot physically assemble during declared emergencies, requires the Board to provide public access to such meetings through available electronic means, and cites the state statute governing emergency remote meetings (Va. Code 2.2‑3708.3). The County Attorney recommended approval and the County Manager concurred, according to the minutes.
