After debate over scope and wiring, commissioners direct staff to rebid elevator modernization work

Facilities staff presented three modernization proposals for three county elevators and told the board state code changes effective 01/01/2028 require upgrades to door lock monitoring and other safety features that cannot be grandfathered.
"The state of Michigan has a code compliancy change that is going to start 01/01/2028," facilities staff Aaron said, describing the safety‑driven timeline and the need to modernize traction and hydro elevators so doors cannot open while cars are moving.
Commissioners pressed about procurement (RFP versus solicited proposals), contractor overtime premiums and whether the current proposals should include conductor/electrical upgrades so the units can be restored to original speed and capacity. Commissioner Fred Benzie moved to follow staff recommendation to authorize $436,767 from county reserves to Metro Elevator, but the motion was amended after extensive discussion to direct staff to repackage the scope, include load‑capacity and electrical work, and rebid the project. The board voted to rebid and the amended motion carried.
Board members said they want clearer performance schedules and contract language tying any accelerated completion to financial incentives or penalties and asked staff to return with a reworked, competitive solicitation.
