Council moves to request proposals for a comprehensive plan after public pressure

Council members and members of the public repeatedly urged adoption of a plan prior to approving annexations or development agreements.
"I'll make a motion that we send out a request for proposal for the comprehensive plan development as stated in the package," the presiding official said after public comment highlighted community concerns about timing and developer transparency. Staff said the RFP is meant to create a coordinated planning framework for future annexations and development and would clarify land‑use expectations.
Council members indicated they expect the RFP to inform future votes on development agreements, utility planning and zoning; staff and council asked that legal review be present for complex development agreements and that the RFP process be coordinated with planning and zoning efforts.
