State economic-development director outlines grants tied to pro-housing certification

Kara, regional director for Empire State Development on Long Island, told the Shelter Island Town Board that several state discretionary funding programs are only open to municipalities that have adopted pro-housing community certification. She named Empire State Development capital grants, Market New York tourism capital funds, the Regional Economic Development Council capital fund, the New York Forward/DRI programs and the Long Island Investment Fund as examples.
"You cannot apply for funds under certain programs unless you are pro-housing certified," Kara said, and she described the typical cadence for regional council and DRI/New York Forward rounds: applications often open in May, close in July and awards are announced in the fall. She urged the town to complete either a full application or adopt the model resolution to be eligible for discretionary funding when rounds open. Kara stressed that these programs come with planning assistance and that having an eligible, professionally scoped plan makes a community more competitive for grants.
