Planning staff recommended changing a portion of the North Liberty future land use map to urban high intensity and a set of rezoning actions to support multifamily, two‑unit and some commercial frontage near Alexander Way and Forevergreen Road. Russ, the planning presenter, said the planning commission unanimously recommended approval and noted outreach included a virtual good‑neighbor meeting and one objection in the file related primarily to noise.
John Marner of MMS Consultants told council there is new interest in developing single‑family lots, townhomes and multifamily parcels on the subject property and said the concept limits access points to Alexander Way to preserve the collector‑street function. Council then gave first consideration to the rezoning ordinance and approved it in a recorded 5–0 roll call.
Separately, staff outlined code amendments to clarify definitions, reorganize use standards and address design elements such as masonry and glazing requirements for larger multifamily buildings; staff emphasized the goal of breaking up large building massing and allowing glazing credit to reduce masonry requirements in some cases. Council advanced the zoning code ordinance on first consideration with a unanimous vote.
