The Colton City Council took four recorded actions during a special session on Feb. 19, 2026.
1) The council approved the special session agenda to review SD DOT agreements. The motion was made by Council Member Evans and seconded by Council Member Vande Voort; the motion passed with all members voting aye.
2) The council reviewed and amended the SD DOT Community Access Agreement (PCN 09P2) by removing 6th Street from the amendment; Council Member Lyon moved, Vande Voort seconded, and the motion passed unanimously. The amendment extends the agreement to April 16, 2027 and outlines the payment process to the city.
3) The council approved the SD DOT Joint Powers Maintenance and Encroachment Agreement regarding work on 4th Street and Charles Avenue through Minnesota Avenue. Council Member Wochnick moved to approve, Vande Voort seconded; the motion passed with all members voting aye.
4) The special session was adjourned at 6:10 p.m. on a motion by Wochnick, seconded by Bunjer; the motion passed unanimously. The minutes list Finance Officer Dawn Pilker as present and Public Works Superintendent Pedersen as absent with cause. The minutes were signed/submitted by Dawn Pilker and noted as unapproved and submitted to DOT on 02/20/2026.
