Board votes to join ECR Disability Access Point 28E; county not financially responsible, presenter says

Julie Davidson, interim CEO of the Disability Access Point (rebranding as Eastern Iowa Disability Alliance), presented a 28E participation request and said counties may join the governing board without taking on financial responsibility. "There is no financial responsibility. We are fully funded through HHS," Davidson told supervisors when asked whether membership required county funding.
Supervisors asked how often the governing board would meet and what role the county would play; Davidson said meetings would likely be quarterly and that counties may join or withdraw annually. After a brief discussion and confirmation that counties would not be required to fund operations, the board moved, seconded and voted to approve the 28E agreement and authorized the chair to sign; the motion carried.
