"So that's our recommendation is to award it to JM pipeline and move that project forward," he said. Staff noted the contract spans about 400 days once construction begins. The council's motion to award the contract carried by voice vote.
The award was described in the staff packet as contingent on completion of contract documents, bonds and insurance and on receiving final regulatory comments. Council members asked about schedule and approvals; staff reiterated that the bid and contract documents will be returned to the Water Development Board for final review before notice to proceed.
