Council authorized the city manager to sign a construction contract with Gilco Contracting Inc. for the Kirkpatrick Drive Phase 2 project after staff reported the low bid and scope.
Public Works staff described the work as roughly 1,200 linear feet of roadway, 1,200 feet of water line and 1,900 feet of wastewater line intended to connect Tintop Road and Bethel Road. "This project consists of approximately 1,200 linear feet of roadway," said Matt Lepplein, who presented the item, and noted the project is funded through the tax increment reinvestment zone (TIRZ 1) capital program. Eleven bidders competed and Gilco was the low bidder at $2,010,948; the engineer's estimate had been about $3 million. Council voted to award the contract; staff expects a 270‑day schedule with construction beginning in March and completion by December 2026.
The award enables the city to proceed with right‑of‑way work and construction; engineering and inspection will follow standard procurement and project management procedures.
