Developer withdraws Enclave at Chisholm Trail; residents press council on traffic, schools and infrastructure

The applicant for the Enclave at Chisholm Trail withdrew the development agreement, voluntary annexation, zoning amendment and preliminary plat before council consideration; the developer and neighbors used the public hearing to discuss outstanding concerns.

Scott McDonald stated the applications had been withdrawn and the city would not take action. Applicant John McKenzie of M and A DEFCO told council the team had reviewed previous meeting recordings and neighborhood comments and would adjust plans accordingly: "We've been at this project now since 2024, and we'll continue on this project," he said. Residents who spoke during the public hearing urged the council to consider cumulative traffic and school impacts. Jeff Oakes warned, "the traffic was all the way from 180 Fort Worth Highway all the way up to the 2nd stop sign ... which is about 0.25 of a mile," saying current congestion will worsen with hundreds more homes.

In response to infrastructure concerns, Rick Schafer summarized water planning and supply, stating Weatherford has "ample supplies of water, both through water rights permits and contracts" and that distribution capacity is sufficient for the near term. Chad Marbot, assistant city manager, said the local electric distribution system is "adequately sized for growth" and has redundancy. Council closed the hearing and took no action on the withdrawn items; the applicant may revise and resubmit future applications, which will be subject to additional public hearings and engineering review.
