The City of Weatherford on Feb. 24 approved a preliminary plat for 89 single‑family patio-home lots and a final plat for nine townhome lots as part of the Villas at Heritage Pointe development.
Scott McDonald, the city's director of development services, told council the properties were zoned under a 2006 decision and that platting is a ministerial action if the submittal meets city standards. "These plats do meet our requirements," McDonald said, and he described the final plat before council as the phase‑1 townhome portion. Resident Lynn Baber, who spoke during the presentation, asked whether a timeline attached to a 20‑year vested zoning could be used to deny the plat; she noted concerns about drainage and the aggregate number of homes planned nearby.
Legal counsel explained that Texas law lets developers rely on vested zoning and that a statutory "shot clock" can deem plats approved if the city fails to act within the required period. Council voted to approve the preliminary plat (item 6b) and the phase‑1 final plat (item 6c) after confirming the townhome phase is limited to nine lots and that remaining acreage will return as a later phase.
Next steps: engineering review and development permitting will address site‑specific drainage and transportation requirements as the project progresses.
