The Rockport School Committee on Jan. 7 heard the first public draft of the district's FY27 operating budget and a proposed review schedule ahead of the town meeting. Superintendent Mark Branca told the committee the process will be iterative, with a full budget hearing at the committee's Feb. 4 meeting and final presentation before the town meeting on April 11.
Branca said the district is using a 0-based budgeting process rather than automatically rolling prior-year amounts forward. "Everything is gonna be built iteratively over the next 2 or 3 or 4 meetings so that you'll have an entire package for our... February 4 meeting," he said, urging the public to review drafts as they are posted. The superintendent also summarized major revenue and reserve sources that feed the operating budget, including town contribution, circuit-breaker special-education reserves, school choice, user fees and grant reimbursements.
