During the regular session the council opened public hearings on a set of plats and then moved to approve the listed final plats after staff presentation and public comment. The West End Addition replat (owner: Luther Kinnan) will split an existing lot into a 15,762-square-foot Lot 1 and a 7,500-square-foot Lot 2; staff noted Lot 2 meets the city's minimum 7,500-square-foot standard. Pecan Hollow (504 South Business Highway 78) and Penny Lane were also discussed; Pecan Hollow's lots will be roughly 10,375 and 10,374 square feet after demolition and cleanup.
On the West End replat, staff described the purpose as creating a lot for a daughter and retaining a second half that could later be commercial; "He's splitting Lot 1 into 12,911.18 square feet... and his daughter's lot... 11,299.46 square feet," the staff presentation summarized (figures noted in the packet). Council members asked whether applicants must be present; staff said applicants were not required at the hearing because these were ETJ-related filings through Collin County. After discussion, motions were made to approve the West End, Pecan Hollow, Penny Lane and Lazaro Martinez plats; each motion received a second and the council recorded approval.
Because the plats originate in the ETJ and were reviewed by Collin County, staff emphasized that the city’s role in some cases was to confirm county conformance rather than to perform independent permitting. Council asked staff to ensure packet materials include developer contact information and clearer application checklists for future filings.
