Board agrees to send support letter for Royal Farms access changes at US‑15/US‑60 intersection

Bowman representative Brett Hammonds (speaker 6) asked the board for a locality letter of support to accompany a Limited Access Control Change (LACC) application for access modifications at the US‑15/US‑60 intersection for a commercial development on the southeast corner. Hammonds described removal of two existing access points and standardizing the remaining entrances "to summarize, removal of 2 access points and standardizing 2 access points on Route 15," and said VDOT had approved certain access-management exceptions in July and that a traffic-impact study had been performed.
Chair moved and the board voted to provide the support letter. "Motion and 2nd that we will support this request," the chair said; the clerk recorded the voice vote and the board instructed staff to prepare the letter. VDOT presence and coordination were noted and Bowman said the design was under final review. The presenter emphasized that the request does not require local rezoning — the site is in a commercial (B‑1) district and the access changes are subject to VDOT and the Commonwealth Transportation Board approvals.
The board did not attach conditions beyond the standard locality endorsement and directed staff to prepare the letter for the applicant to include in the LACC package.
