Council approves rezoning and temporary worship site for Compass Church on Roosevelt Road

The Wheaton City Council unanimously approved a package of approvals to allow Compass Church (formerly Wheaton Free Evangelical Church) to expand and to use a temporary worship site during construction. Council passed O‑2026‑22 granting rezoning, a building‑setback variation and amendments to an existing special use to include parcels adjacent to 520 E. Roosevelt Road; the ordinance incorporates four Planning & Zoning Board conditions.
Council also passed O‑2026‑23 to authorize a temporary special use for 610 E. Roosevelt Road for worship during the construction period. City Manager Michael Dzugan said staff added a third condition specifying the permit is valid for 24 months from the building permit date or until the church obtains a certificate of occupancy. Both measures were approved without recorded opposition.
