Resident says planning board approved neighbor’s solar panels over design-review objections

Resident Michael Lynch told the board he and his wife objected to a neighbor’s rooftop solar installation at 34 Sturgis, saying the design review committee had recommended against approval because of excessive coverage, glare and multiple panel locations. Lynch said the planning board ultimately approved the permit after an independent consultant reportedly overruled the committee.
"When it was first presented to us, we objected... we wrote a letter," Lynch said, adding that he was concerned the committee’s objections were not given effect by the planning board. Mayor Mary Marvin and village counsel clarified that the village’s design-review panel is advisory only and that trustees are legally prohibited from intervening in decisions before planning and zoning boards. The mayor said she would have administrator Jim Palmer connect Lynch with counsel to outline options and next steps.
