Kearney finance director: city spending on budget but grant reimbursements delayed

Finance Director Stephanie Harris presented the monthly financial report for the 11 months ended Feb. 28, 2025, saying the city is about three‑quarters of the way through the fiscal calendar and that overall results are “running really on par for the entire year compared to budget.” She told the board the city is 92% through the fiscal year and flagged intergovernmental revenues at 64.99%, which she said reflects a body‑camera grant that has not yet been received.
Harris also noted that the Park Construction Fund (Fund 51) is affected because the Land and Water Conservation Fund (LWCF) grant is a reimbursement grant and the city has not yet requested reimbursements because construction progress has been slower than anticipated. “That makes our revenue a little bit low,” she said, and board members did not raise further questions during the presentation.
