Monte Sereno to pay $7,000/year for two years to join county planning collaborative

Monte Sereno will participate in the Santa Clara County Planning Collaborative for 2026 and 2027 at tier 1, costing about $7,000 a year, after council approval. Staff explained that the collaborative, previously funded by a statewide grant, provides technical assistance, training on new housing laws, and preapproved accessory dwelling unit (ADU) plans that reduce the need for consultants.
Councilmembers asked about the collaborative's services and whether the city's manager or planner would attend. Staff said the collaborative has assisted Monte Sereno on housing element work and will provide monthly collaboration meetings and trainings at no additional charge. The contract includes a termination clause that allows the city to opt out after the first year if the service is unsatisfactory.
A councilmember noted that smaller cities tend to rely on the collaborative more heavily than larger jurisdictions and moved to approve the two-year tier 1 membership. The council approved the motion by roll call.
