After extended public comment and commissioner deliberation, the Architectural Commission moved to not recommend the draft SB 10 overlay for the Winchester parcels to City Council at this time and to refer the matter back to staff for further study.
The motion directed staff to pursue objective‑standard modifications — including possible increased second‑story setbacks, restrictions or obscuration of second‑floor windows on elevations abutting neighbors, privacy screening, materials that blend with the wooded setting, and measures to address ingress/egress and child‑safety concerns — and to explore alternative candidate sites or voluntary homeowner offers. The commission requested staff return with revised materials to the Site & Architecture meeting in February.
A roll call was conducted; recorded yes votes were entered for Commissioners Lipcetic, Vistana, Lawler and Diem. Staff asked members of the public to leave contact information so residents can be added to the interested‑parties list for updated notices.
