Springdale staff to study townwide parking supply; counts planned for late summer

Town Manager Thomas Dansie told the Planning Commission the town will inventory public and private parking and conduct utilization counts at various times of day, days of the week and seasons to inform potential revisions to the town's parking standards. The study would build on prior efforts completed in 2007, 2015 and 2016 and is intended to show changes in parking demand over time.
Mr. Dansie recommended postponing the counts until late summer or early fall to capture holiday-period demand, including Labor Day, because Community Development has limited staffing capacity this spring. Commissioners asked practical questions about methodology. Commissioner Rich Swanson asked how staff will distinguish vehicles parked by visitors bound for Zion National Park from customers using local businesses; Mr. Dansie said exact tracking is technically possible but has not been used historically due to resource limits, so the study will rely primarily on location-based counts and a commercial parking inventory.
Commissioner Terry Kruschke asked that the inventory explicitly record the number of parking spaces at commercial and business locations to assess compliance with minimum parking requirements. The commission reached a consensus that staff should aim for late-summer/early-fall counts and provide an action plan for data collection and analysis for future meetings.
