Both written agreements (dated Jan. 2, 2025) enumerate contractor responsibilities: provide all labor and services to manage and operate the wastewater treatment facilities, adhere to New York State Department of Environmental Conservation standards and Ulster County mandates, submit monthly DEC-prescribed reports to the Town Board, perform daily testing and routine maintenance including B.O.D. testing as required by SPDES monitoring, maintain insurance and provide 24/7 on-call emergency service. The Marlboro agreement also specifies that the owner will provide water, lab space, utilities and cover certain testing and sludge removal costs. The agreements in the packet are signed on behalf of the Town by Scott Corcoran and on behalf of the contractor by a representative listed as Julian Falco/Flaco in the document.
