Commissioners question developer allocation and EDU assumptions behind Category 2 projects

Commissioners raised concerns that some pipelines labeled Category 2 (for future development) might already show deficiencies or be partly condition-driven. One commissioner noted correspondence asserting that some Category 2 segments (for example 2.1) have existing problems and asked how the master plan allocated costs between developer-driven capacity needs and condition-based replacements.
Consultant Jeff Tarantino explained that Category 2 projects were sized to accommodate projected future EDUs based on the general plan and Ravenswood Specific Plan assumptions. He said the team applied a planning assumption of 200 gallons per day per EDU and cross-checked projected sanitary flows with the city's Urban Water Management Plan. Tarantino clarified the master plan tracks costs and shows approximately $52.8 million in Category 2 projects, of which about $49 million are Category 2-designated (developer-driven) and about $3 million are Category 3 or condition-driven pieces included for phasing efficiency. "When you add up the total of the category 2 projects it's approximately $52,800,000," he said.
Staff and consultant emphasized that the plan is a planning-level, phased roadmap: final project scopes, condition assessments and cost allocations would be refined during project-level design and environmental review.
