County board grants five‑year renewal to Bayview Academy charter

County staff opened the public hearing and summarized their findings and recommendation. Michelle Archuleta, director of compliance, told the board the petition met the statutory renewal criteria and that "MCOE staff recommends renewal of Bayview Academy for 5 years commencing from 07/01/2026 through 06/30/2031." Archuleta said staff found no grounds to deny renewal under the middle‑performing charter review standards in the Education Code.
Bayview representatives presented academic and program data to support the renewal. Rhonda Griffith Carmen, who identified herself as a Bayview director, outlined subgroup gains and recent program changes, and asked the board to approve the full five‑year term. She noted programmatic supports including partnerships for special education services and restorative practices that the school says have contributed to improvement.
During public comment, a current Bayview student and a Valley Health Associates staff member spoke in support of the school. The petitioner confirmed a waiting list of "over 60 students" for K–7 for the 2026–27 school year and described lottery and preference rules used for enrollment.
Board members asked staff and the petitioner to clarify demographic slides after an incorrect slide was displayed; staff confirmed the packet contained the up‑to‑date data. Following deliberation, a motion to grant the renewal was moved and seconded; a roll‑call vote was recorded and the motion passed.
The board directed staff to prepare an updated memorandum of understanding to reflect the renewal term for presentation at an upcoming meeting.
