Council tables two code amendments on noncomplying buildings for clearer definitions

Two related code amendments addressing maintenance, involuntary removal, renovation and redevelopment of nonconforming buildings in commercial zones were tabled by the Town Council for additional clarification on May 13, 2026. Director Niall Connolly reviewed Planning Commission work and said the proposals distinguish ordinary maintenance from reconstruction and add processes for involuntary removal where structures threaten safety or sanitation.
Council members repeatedly asked for clearer, consistent definitions — notably the differences between 'reconstruction' and 'redevelopment' and when demolition permits or rebuilding would require full compliance. The Council unanimously voted to table Ordinances 2026‑09 and 2026‑10 and directed staff to work with Councilor Jack Burns on Ordinance 2026‑09 and Councilor Pat Campbell on Ordinance 2026‑10 to clean up language and triggers before returning to Council.
