Committee advances Tullahoma charter amendment requiring minimum roads spending

Representative Bricken told the committee House Bill 2663 is a private act from the city of Tullahoma that would make it compulsory in the city charter to spend no less than $1,500,000 on roads and streets or 3.8% of the city—s annual budget.
"They wanna change their charter to make it compulsory that they spend no less than $1,500,000 on roads and streets in the city or 3.8% of their annual budget," Representative Bricken said, explaining the provision is intended to prevent local officials from repeatedly cutting street budgets when drafting annual budgets.
Representative Martin asked why the legislature must vote on the charter change; Bricken said embedding the requirement in the charter would discipline future budgeting decisions. Committee members raised no further questions and the bill advanced on a recorded vote of 21 ayes and 0 noes.
The bill now moves forward to calendar and rules.
