City staff presented a design and budget update for the downtown library, saying the architecture team has finalized 30% schematic drawings and produced a preliminary cost estimate. Anthony, the project staff lead, said the estimate breaks down to about $10,195,000 in hard construction costs and roughly $3,271,000 in soft costs, for a total of about $13,466,000.
"The hard costs are at about 10,195,000. Soft costs are at 3.271, And the total project cost is about 13,466,000," Anthony said. He cautioned that estimates will change as the design advances and that escalation and inflation have been accounted for in the current figures. Staff told commissioners the team plans to return near the end of the 60% design phase to show more detailed design development and cost refinements.
Commissioners pressed staff on contingency accounting and scope changes after questions about a $400,000 construction contingency and a square-footage increase identified in the variance reports. Staff said contingency items and certain design-related soft costs are treated separately at this phase, and that the team will supply a more detailed variance breakdown for review.
Anthony also said the project team is pursuing electrification features, including photovoltaics and battery backup, and that staff will present a phased electrification cost breakdown at the next design briefing. The commission did not take formal action; staff will return with architects and more detailed cost and design materials at the 60% milestone.
