Davis Junction trustees spent a substantial portion of their March 11 meeting weighing whether to adopt a local 1% grocery tax to replace a state-collected levy that is being reduced at the state level. Trustees noted the October 1 deadline to file with the Illinois Department of Revenue if the village wants a tax effective Jan. 1 and asked staff and the village attorney to prepare a clear cost-benefit analysis for a future agenda.
Trustees repeatedly flagged that state administrative collection fees could reduce the net revenue the village receives. As one trustee put it during the discussion, "So it's basically, it would be no change to whoever is buying groceries," and the real question is whether the village would net enough after collection costs. The board requested the attorney confirm whether the state bill included the administrative-fee language and directed staff to bring a draft ordinance and fiscal estimate back in two weeks if possible.
