Officials postpone Gateway/Subdivision infrastructure award pending Lot 1 bid opening for $3M Rebuild Illinois grant

Engineer Dale Hamilton told the board that Vischer Estimating submitted the lowest bid for the infrastructure improvements but the village is postponing the award "until after the Lot 1 improvements bid opening" so staff can verify whether the bid package satisfies the grant's BEP metrics. Hamilton said the grant requires 17% total participation made up of 7% minority-owned and 10% women-owned business participation across the grant, not on a per-contract basis.
Hamilton said the Lot 1 bid opening is scheduled for this Thursday and that staff will review the Lot 1 results before returning the contract award to the board. "So it's based on the total grant amount of the $3,000,000 that you received," Hamilton said when explaining how the BEP percentages are applied.
Next steps: trustees will consider the contract award after staff confirms how the Lot 1 bid results affect overall BEP compliance; the board did not vote to award the contract at the Feb. 25 meeting.
