Tomo, the district finance director, explained the action is procedural under the California Health and Safety Code and is not a Proposition 218 new‑rate process because rates are not increasing this year. He reported the district expects to collect "$5,000,142 and $490.36" in total charges and that residential charges remain $660 per equivalent dwelling unit; commercial charges vary with prior water use. Public commenters and advisory committee members urged the board to audit past parcel classifications and billing computations, and the board directed staff to improve review procedures and to take the item to the advisory committee in future cycles.
