Council moves Ordinance 41 zoning changes to public hearing

At its May 6 meeting the St. Stephen City Council voted to move proposed revisions to Ordinance 41 (zoning) to a public hearing scheduled for the June council meeting. The Planning Commission recommended removing the R‑2 section, clarifying accessory building rules and how R‑3 is treated, increasing the allowable accessory building size on lots over 10 acres (to 2% of parcel or a cap of 10,000 square feet) and removing an arbitrary maximum lot area cap; the motion to move the draft ordinance to public hearing was made by Councilmember Steve Trobec and seconded by Councilmember Danita Traut.
City Attorney Sue Dege flagged language in 41.16.Subd. 1 that could be confusing and recommended either explicitly adding R3 to that paragraph or stating that the accessory limits do not apply in R3; planning recommended adding R3. The council’s vote was to put the proposed language before the public for comment at the June meeting rather than to adopt the changes at this session.
