Councilwoman Washington seeks $100,000 for Stephen Creek sub area plan to guide growth and conservation

Councilwoman Washington presented a proposal to appropriate $100,000 to Planning and Development Services for a sub area plan covering part of the Stevens (Stephen) Creek watershed on the city's growing edge, generally north of O Street and east of 98th Street, and to incorporate the pending East Beltway alignment.
Washington said the plan would prioritize conservation design, zoning guidance and significant public involvement, and would coordinate with multiple stakeholders including the Lower Platte South Natural Resources District and neighborhood groups. "I bring this proposal forward in response to requests from residents who have championed conservation and thoughtful growth," she said.
Councilmembers asked how the $100,000 figure was determined and whether planning has capacity to manage another contracted plan. Washington said she consulted Director Carey and noted the work would be contracted out because the department lacks in-house capacity to complete the plan. A member of staff suggested council language to ensure that unused funds revert appropriately and that expenditures align with actual costs: "I think that if that is the council's wishes, we can just include that language in the proposal so that that money would go to the planning and development services department, only as it's actually the expenditures are incurred." The council did not vote on the proposal at this meeting.
If approved later, the contract would define scope, public engagement and deliverables for conservation-minded development guidance in the East Beltway corridor.
