Patrick Targete, property owner and manager, presented a plan to improve safety along a steep bank path at 48 Howard Street, proposing to clear dead brush and fallen branches, install natural stone steps to match existing historic stairs, and apply wood chips to stabilize the walking surface. Landscape designer Cresson Gordon told the commission that no excavation beyond minor placement of natural stone is proposed; Conservation Agent Sean Young confirmed "existing stone stairs indicating a historic pathway" and noted deteriorated timbers and a platform at the base of the bank.
Commission members raised concerns about the steepness of the slope and whether stone steps alone would be appropriate; members said that in similar steep-slope cases the Commission typically requires a constructed stairway. The Commission determined the applicant must file a request for an Amended Order of Conditions and scheduled a site visit on Feb. 24, 2026, before making a final determination.
