Roseau ATV Park improvements stall amid repeated USACE information requests

The Council was told the Roseau ATV Park and East Diversion trails are now part of the State Grant-In-Aid program and initial trail improvements have a $4,662.18 contract in place. However, CDC Todd Peterson said the U.S. Army Corps of Engineers’ Section 408 review has repeatedly requested more information, slowing the project and possibly necessitating hiring an engineer to respond. Peterson said the city has provided additional information but USACE requested still more documents.
Mayor Dan Fabian suggested seeking assistance from Congresswoman Fischbach’s office to help move the USACE review forward. Staff noted future improvements include restroom facilities and that the city must secure USACE approval before proceeding with East Diversion trail upgrades.
