Roseau housing projects press ahead with funding gaps: Ten01 seeks $1M; CLT homes near completion

City staff reported that DW Jones and Miller Construction revised the Ten01 apartment design to a 40-unit project with an estimated $8.5 million development cost. The city and developer have obtained pledges from Polaris, Karl Manufacturing, Citizens State Bank and LifeCare Medical Center, and the City has $123,000 in State Housing Aid plus a Tier II grant; nonetheless, staff said the project still faces an estimated $1 million funding gap and may be deferred to 2027 to improve competitiveness for Workforce Housing grant rounds.
Separately, the City provided four lots to North Star Neighbors Community Land Trust (NSN CLT) for four CLT homes; NSN CLT has closed on the first home, houses 2 and 3 are substantially complete and house 4 is underway. The CLT homes were described as three-bedroom, two-bath slab-on-grade homes and will be available to purchasers who meet Minnesota Housing income limits for the funding program (total family income at or under $90,500). Staff set a July 14 meeting with prospective Ten01 investors to explore options for closing the funding gap.
