Runway reconstruction in progress; city seeks runway-extension input as Polaris plans flights

City staff reported KGM Contractors is under contract for the Roseau Airport runway reconstruction (contract amount $3,173,095.80). The project schedule for base course and finished surface paving was presented with tentative dates and a prospective runway reopening on July 22, 2026 after marking; final pavement grooving would require a later closure in August. The work includes FAA, State and City cost shares (95% FAA, 2.5% State, 2.5% City).
Staff also said the City will initiate an Airport Master Plan update in 2026 to study a runway extension to accommodate new jet operations proposed by Polaris; the city is seeking a written statement from Polaris that a runway below 5,000 feet would suffice and has approved a reduced-cost proposal from TKDA for airport planning services (reduced from $250,000 to $200,000).
