Marquis expansion of Bureau-Putnam Enterprise Zone tabled after presentation; council seeks county input

Representatives for Marquis Landholdings asked the Ladd Village Board on June 23 to support a roughly 764.3-acre expansion of the Bureau-Putnam Enterprise Zone that would be submitted to the Illinois Department of Commerce and Economic Opportunity. Marquis representative Drew Schumpf described company growth and local tax contributions and asked the eight local governments to approve matching amendments.
Schumpf noted Marquis has increased employment locally from about 60 to 450 workers and said the company paid roughly $2 million in property taxes in 2024 and is expected to pay about $2.7 million in 2025. He asked for Ladd’s support, saying the expansion would also allow eligible new homes in a nearby residential area to qualify for a 10-year property tax abatement and certain sales-tax exemptions on qualifying building materials. After discussion of zoning and ownership concerns raised by a public commenter, trustees voted 5–0 to table action until after the Putnam County Board meets July 6, 2026.
