Ladd approves $15,000 engineering study to pursue Illinois EPA lead pipe funding

The Ladd Village Board on June 23 approved an engineering agreement not to exceed $15,000 to prepare a Project Planning Report (PPR) to pursue Illinois EPA funding for lead service-line replacement. Engineer Adam Ossola told trustees the study is necessary to be considered for principal forgiveness and low-interest loans and that completing the PPR would put Ladd “in line for potential funding in the middle of next year.”
Ossola estimated the village will need to replace about 50–60 service lines and said the overall program could cost “about $500,000–$600,000.” He added that the village is “mandated to start this whole project next year” and must complete roughly 7% of the replacements in 2027, making early planning important to maximize grant or loan forgiveness. Trustees voted 5–0 to approve the agreement (Trustee Nicholson absent).
