Owner and planner outline CherryVale Mall Area Business District proposal to fund local improvements

David Sidney, owner of Place Foundry, and Adam Stroud, associate director of PGAV Planners, presented a proposal to establish the CherryVale Mall Area Business District at a Village of Cherry Valley public hearing on Aug. 25, 2025. President David Schroeder opened the hearing at 6:30 p.m.; Deputy Village Clerk Heather Riley recorded roll call and noted Trustee Nancy Belt absent. "Mr. Stroud explained that a Business District allows for an additional 1% sales tax to be collected, with the revenue reinvested into the businesses within the district," the presenters told the village.

Sidney described how the revenue could be used if the district is established, listing "infrastructure improvements (roads, sidewalks, lighting), renovation or redevelopment of buildings, public improvements, supporting businesses, or incentives for businesses to locate or remain in the district." The presenters submitted a proposed Business District Boundary Map and current land-use information; "A copy of the proposed Business District Boundary Map, along with the current land use information, was submitted at the hearing and will be placed on file in the permanent records," the record states.

There were no written comments filed for the hearing and no members of the public spoke during the public-comment portion. The board made no substantive comments on the proposal during the hearing. Trustee Sally Hollembeak moved to adjourn the hearing at 6:54 p.m.; Trustee Brandi Pearse seconded, and the motion carried by voice vote with all aye and none opposed.

Next steps were not set during the hearing; the materials submitted at the meeting were entered into the village's permanent records for further consideration and any formal action would require subsequent agenda placement and, if required, a formal vote by the appropriate governing body.
