Windham Regional Commission briefs select board on Spring Hill culvert replacement; bids expected late January

Matt of the Windham Regional Commission told the Londonderry Select Board on Jan. 5 that the Spring Hill culvert replacement — funded in part by a TAP grant — is approaching the bidding stage and that required easements are in hand. "This is the 2nd public informational meeting, that was required for the project," he said, and added that HTA has submitted construction documents to VTrans, which is "in the process of, allocating funding for the project."
Matt outlined the near-term schedule: bidding is anticipated in late January, requests for proposals will be sought in late February, construction would begin in spring and the work is expected to be completed this summer. He also warned the board that Spring Hill Road would require a temporary closure during construction: "We're expecting the road would be closed for 2 to 3 months, this summer, when construction is occurring," and described a detour routing traffic via Livermore Mills Road, Windfall Hollow Road and Route 100.
Why it matters: the project repairs a culvert that washed out during a prior flood; town officials said the existing emergency culvert installed in 2023 could be repurposed elsewhere if replaced. Board members asked clarifying questions about location (near Cobb's Mill), total project cost (roughly $800,000 was discussed) and additional TAP/TAF funding: staff said the town requested an extra $300,000 and expects a decision on that request in March. The board and staff also noted a separate RFP for construction inspection services had been issued and that proposals are due Jan. 16.
Next steps: once a contractor is selected and the schedule is firmer, Matt recommended notifying directly affected residents about the detour; the board also discussed signage and timing to minimize disruption.
