The Minerva Town Board unanimously adopted Local Law No. 2 of 2025 on Nov. 20, amending Local Law No. 1 of 2025 to redefine the income calculation for residents 65 years or older seeking a partial real property tax exemption.
Supervisor Stephen McNally opened a public hearing on the proposed change. Resident Joy Healy asked whether the income requirement would be based on “gross or adjusted gross income?” McNally responded that he had been advised the income requirement would be based on gross income. Following the brief hearing, Councilmember Keith Dubay moved to adopt the local law; the motion carried 4-0.
The new local law was presented to clarify eligibility for older homeowners applying for a partial exemption. The board did not record additional changes to the exemption formula beyond the income-definition amendment during the hearing. The board’s adoption was recorded as Motion #293 and approved by roll call vote.
The law will be filed with the town clerk and take effect according to the town’s procedural rules for local laws. The minutes do not specify an effective date beyond standard filing procedures.
